Seem editing - A630, Quad Band

Sorry probably a stupid question, but I was looking over the xlr8 seem map file and was wondering if editing the plmn_text_table.bin to 05/07/09 will enable quad band.

this is the paragraph mentioning it in plmn_text_table.bin:
"...second offset prior to text has something to do with the band the network uses (ie. 850/900/1800/1900) I recommend not changing it.
It appears as though 01/02/03 denote 900/1800 and 04/08/0C denote 850/1900 and 05/07/09 denote all bands..."

I was also wondering if there was already a a630 edited seem pack that had most of the options unlocked like video camera, viewing videos, engineering mode, quad band, etc.
