Need a mechanic in the GTA to cert a car

Welp, I'm not from the area so I'm afraid of buying a car and just bringing it to any mechanic to get it cert only to get overcharged out the wazzoo for car lingo I do not understand. Is there a mechanic in the GTA someone can recommend that won't take advantage of a little female such as I? I feel like I get ripped off all the time without knowing it. SIGH
