"Device Attached" - How does it know?

I have an i205 and a Motorola Serial cable. When I plug the cable into the phone the display briefly shows "Device Attached". Anyone know what is in the cable that tells the phone something is attached? It does this even the other end of cable isn't connected to anything. I also have a cheap USB cable and it does not make the phone display "Device Attached".

25k ohm resistor to ground, I'd say (at least in my case--different phone).
