What is "WinImei"??

I was reading forums regarding Samsungs unlocking and they always say use WinImei to unlock. What exactly is winimei??? a tool? a number?

It is a software program which is illegal to use in foriegn countries which have IMEI Blacklisting. By the way don't even mention this program in the Samsung Forum as it is a Banning Offense there as it leads to unlocking and considered Pirated software.
