I've got the light pink RAZR, and I'm haveing trouble connecting it to my PC.

I installed the drivers, I connect the USB cable, the Windows sees the phone, but neither MPT or MobTime Cell Phone Manager will connect to it.

I want to upload and download my pictures, and install small MP3 ringtones.

Can I do this with this phone?
Is it locked?
Can it be unlocked?
Will getting a Bluetooth adapter for my PC help?

You should be able to do all that. The phone is probably locked but that has nothing to do with your problem. Make sure your Windows is all updated. Try installing it in another computer. The problem is likely your computer. Also, make sure you have the latest version.
