Unlocking Foreign Siemens S55

I've got a Siemens S55 that came from somewhere in Europe which was operated with "Orange" service provider. The sim card is from Orange and everything. It says the phone is "blocked" and wont let me do anything except an SOS call for emergencies. I need it to work here (in Canada) preferably with Fido prepaid service. How would I go about doing this?
