Calls to GSM phones are bad

I use Vonage and a Motorola adapter and whenever I place and receive a call to/from GSM phones, their end is always extremely loud and its hard to understand them. Also have to talk a few times before they hear me and there's a huge delay. I have no issues when I'm talking to Verizon, Sprint, Metro PCS and all other CDMA users. Has anyone else noticed this problem?

It might be too much for the different codecs. For instance, at one time the Highway Patrol in my home state had a voice prompt system (e.g. "Press 1 to report a crime.") that had some digital basis. It was almost impossible to understand what they were saying on a GSM phone. The A->D->A->D-A was just too much for the system.
