Device Lock only on-demand

Is there a program or registry mod that will allow me to lock the device (password lock, not keypad lock) only when I want to, as opposed to automatically every x minutes? I don't need the device asking me for my password when I'm at home, just because I haven't used it in an hour or so. I just want to password-protect it during power up (a soft reset on a Pocket PC) and when I'm outside of my house.
Note to the moderators: I have to double-post this thread because it applies to both Pocket PC and Smartphones.
