hey i'm looking for a phone that can play videos and take pics and have mp3 ringtones. i only have 250$. the phone has to be unlocked.

Look at any smart phones and series 60 on ebay. For around $250.00 unlocked you may be treading the line. Below is a link to ebay for 275.00 unlocked nokia 6682 which will do everything you are looking for.
