HELP! blackberry password won't go away

i have a 7100t that i built out of spare parts from the recycle bin... it had a password on it, so i did the 10 times reset trick. now, every time i freakin wipe this thing, it asks for another password.. it refuses to take no password. so, i make a password, and try to go to security options, and where it says password: enabled, i click the wheel... i only see 5 options: change password, wipe handheld, verify security software, save, and close.... so, being a resourceful guy, i upgraded the OS to 4.1 (the CSL version), and guess what, SAME PROBLEM!!! any ideas? help is MUCH appreciated.

I imagine that not only did it have a password, that this was/is required by an IT admin policy. Go to the General BB discussion forum on bbforums and search for remove policies.
