L7 Won't accept flash

I have tried several times to flash my L7 SLVR and it errors out at the same point everytime with the folling error code
ERROR: Phone��]: Error sending RAM download for bootloader. Device API Error: 0xE0030006 Address: 0x3FCC000 Command: ADDR

I am using RSD Lite 2.5, Boot Loader 08.D0.
