HELP flashing language pack on PEBL problem

Hello!
I've created my own LP with US English , French and Russian. The problem when I flashed to PEBL, my russian menu are blank.
I used reflash LP R478_G_08.83.76R_A with US English and French someone posted here. I added Russian using SHXCodec from different version of SHX file.
My phone version is the same as US English but russian was from version R478_G_08.84.25R. Is this a problem or I need to find excat the same version I have but with Russian?
Anyone have US English and Russian?
It is strange but when I parse lang in SHXCodec it display all "??????" characters for Russian, tried other languages work fine. Is it possible that my PC not support some unicode and it can mess the lang file.
Help please.
