MPT 4.0 Install Failure Solution (Stalled Application Setup)

I tried to install MPT 4.0 on my home computer. After install, when I started the program it would lock up at Application Setup before the application actually opened.
Apparently the application was looking for drivers and my security settings was interfering. Despite instructions, I connected my V3 at this point, told it to look for driver in my c:/program files/motorola phonetools/inf directory and use those drivers. Then I shut down the stalled "Application Setup", rebooted, and I was up and running.
