Enable skin menu on rogers branded L6

Is it possible to enable the skin folder in the personalize menu on a rogers branded L6? I've got it connected to p2k and skinman, was able to install a skin with skinman but can't access it through the phone. Any seem edits?

The L6 can not use skins.
