MMS limits

I need a clarification on the limit of MMS you can send/receive on whether T-Mobile or Cinglular so please spicify:
People have told me for Cingular its 295kb, and for T-Mobile its around 300kb which is basically the same. My question is this:
On my V3x, when record video clips of 180-250 which is roughly 10-16 seconds, then tried to send it to an email or to another cellphone like docomo or vodafone japan or even my own hotmail account....it just says unable to send? why is that? am i doing something wrong? Or is it because i am using a prepaid Cingular/T-Mobile SIM? I don't think it would affect the phone's ability to do that??? I've had my V3x for couple months now but never put a single second on it except experimenting only for its data features or multimedia features. I am just not happy with the video recording part and because NO SENSE recording a video if i can't even share it with anyone else.
Thanks if anyone listening out there and have all the knowledge to give me some assistance.

yes i did ever since i got the phone. and i never got the MMS figured out. it always says reached maximum size limit everytime i send video clips even if less than 200 kbps???
