Flashing / Flexing = unlocking?

Hello,
Does flashing / flexing to a phone locked to a carrier unlock it ifyou don't use that carriers firmware?
I have a release of Motorola 365 firmware flex/flash and wondered if I apply it to a phone would it unlock that phone?
