Sorry I'm a little late
. I use a program called MP3Trim to cut the song, and use Mobile PhoneTools to transfer the clip into the phone. Then, I set it as ringtone. Works everytime.
I have non-iTunes V3i. I can't stand iTunes. Worst software ever.

For ringtone, when you get the cutted ringtone from an mp3, all you need is to put the cutted ringtone to the folder name ringtone under mobile (when you first plug in the usb cable, you will see a new drive, for example, F: ) click that and move the ringtone to the folder name ringtone.
transfer the ringtone from memory card to internal memory, then you can use that ringtone as ur phone ringtone.

It appears many folks have a low opinion of iTunes. I think it is the best music management software out there, it's free and the perfect match for your iPod. Here is how to do ringtone creation in iTunes for my Mac. It should be similar on your Windows box:
With iTunes open, go to the iTunes menu > Preferences > Advanced > Importing. There you see a drop list for Settings. Choose Custom... Now change the rate to whatever you like. 96 is good for even the best of phones. Choose mono to cut the file size in half without affecting quality. I get 30 seconds at 150-210k size. Do all this before you convert the music selection to MP3.
To make the selection of song segment in iTunes, click once to select the song in the library list. Then File > Get Info. In the Options tab, choose the start time / stop time. You will do it custom for each song. I suggest around 30 seconds. Back in the library list, with the original song selected, go to Advanced menu > Convert selection to MP3. After a few seconds, you will have your ringtone with new name of "Light_MY_Fire1.mp3" or whatever.
