The newest version of BIS allows up to 10 pop3 and imap e-mail accounts to be pushed to your blackberry device. This is mostly for individuals and smaller businesses who do not want to put out the money for the BES. The BES does full sync over the air including calendars while the BIS only syncs e-mail.
