Why is it not charging?

Alright, I don't have a charger for my V3 so I counted on charging via USB. The phone was dead so I borrowed someones charger and gave it enough charge to be picked up by the computer, yet it still didn't charge. I'm using a fairly standard USB cable...black, but it has a littler tube like thing near the miniUSB end (maybe a transformer?), would this keep it from charging? Or is there some setting/driver I am missing.

is the cable in the usb port of the computer itself or is it plugged into a usb hub?? Does the hub have its own power source or does it run off the computer?? Charging with the usb cable takes long than using the travel or car charger...when charging my L6, it takes about an extra hour longer than using the ac/dc travel charger or car charger.

Its plugged directly into the computer, into the same ports that charge my iPod

The little insert that came with the motorola v3 razr owners manual specifically states that charging your V3 via usb port will NOT work if your phone is near dead, or completely dead of battery charge, it has to be more charge for it to work.

ok, thanks, I don't have the manual so that was a good tip. I thought my phone had enough charger, it was showing yellow when I plugged it in, and I even got Mobile Phone Tools working (so the computer knew it was there and should've started chargin it).
