need a1200 help please!

so i bought an a1200 from someone in nyc (luckily on my amex for safety) and it arrived branded by china mobile. i cannot get on the net nor can i send and receive mms msgs.
anyone know if i will ever be able to configure the phone or do i have to call amex and return the phone to this gentleman.
