Programs to create language pack other than SHXCoDec?

Here is the problem when I try to create a language pack in Traditional Chinese with SHXCoDec:

Run SHXCoDec, open Language Editor.

Open the language pack I want to edit. Phase Language. Load Strings. Selct my custom strings file. Pack Strings. Save Language or save landpack. Then load Language or load langpack. Phase language again. All strings on the moderified language are empty.

But I try the same steps to moderify an English language pack and it works. So I think it's the problem of SHXCoDec cannot handle UTF8.

So any other programs able to create an language pack other than SHXCoDec?

Hi, thanks for your help.

But the problem I am facing right now is not about switching language pack but about editing the language in the language pack. As the version of language pack I got is different than the firmware on my phone. So some of the menu do not display correctly. That's why I need to edit the language.

The way I am doing it is to use SHXCoDec to phase that language I want to edit, then save the strings of that language into a plain text file. Edit the text file and load it back into SHXCoDec and save those strings back into the language. It works when I tried it with US ENGLISH but not Traditional Chinese.

When I tried to edit the Traditional Chinese language, I can save the strings back into the language file but when I phase the language again, all strings are gone. So I think there is some problem in SHXCoDec to edit/save UFT8 language.
