Can't forward all calls on 6682, help

If I go into settings and call forwarding, and try to to change the setting for all voice calls I get the following errors,
When trying to activate it, "request not completed"
When trying to check status, "not allowed"
When trying to cancel I get "request not completed".
Any ideas on why this won't work?

I say speak with Cingular. I have mine set, and it works. But, Cingular also, initially offered to do it for me...
