Motorola V555 connection

Hello all, looks like a lot of great info on this site!
OK, I have a Motorola V555, wanting to be able to connect to the internet (dial-up) with my laptop when on the road. I have sucessfully set up the bluetooth connection, and click "dial", the phone will actually dial, but message comes up on phone "not allowed".
Apparently, the phone will not alow me to use the connection to dial thru the phone, as I also attempted to fax (I don't know if this will actually work), phone does the same thing, "not allowed"
My provider is Dobson/ Cellular One.
What can I do to make this work?
