Amazon.Com and Buy.Com rebates for existing Cingular customers

What's the magic recipe for porting your old Cingular number from an old account to your new Cingular account and still keeping your number? I did it about 6 months ago with a phone I bought from Amazon, no problems except for being bounced around a little in Cingular's customer support, and needing to pick up a new SIM card for some reason.
This time around, I bought a new phone for my wife through Buy.Com, and Cingular is now claiming that they can't keep my new account in tact while transferring my old number to the new number. Their excuse is, either their system won't allow them to do it (b.s. because they've done it before), or they say something like "when you cancel your account, we put your # in a holding queue for 6 months before it is available again for someone to use it".
Does anyone know what has changed and why? Is Cingular now clamping down on people who do what I'm trying to do, thus to discourage existing customers from getting the same deals that new customers get? Is there a department, phone #, whatever I can contact that can take care of this for me?
FYI, I talked to the promotions and migrations department (I think?) and even the manager said their system wouldn't allow them to do such a thing.
