Full signal, but goes ding ding ding and wont make call

So recently I have been running into a problem with my 8125. When I am at work, I go outside to make a call and 90% of the time it doesnt work. THe phone shows full signal (or close) but when I dial it goes "ding ding ding" and nothing happens.

Inside work, typically I dont have reception. But it should certainly work outdoors.

I tried softresets as well as turning the phone portion off/on to see if that helps. Nada!

Tonight I will go home and see if it happens there as well.

Any idea whats going on? Could this be related to updating the rom?

Your probably in an active data session and it wont dial out until its completed.

How do I know if I am in an active data session? Wouldnt a soft reset turn that off?
