Can a T-Mobile Sidekick 3 be unlocked to work on the Cingular network? If so, would I just need a cingular media net plan to get things going?

Itll work for voice and text. No data will work.

I second what CarlG35c said.
Voice and text will work. Data will not.
Sidekick uses a special server that the mobile operator runs for sidekick data. T-Mobile has a sidekick server (Cingular does not) to support sidekicks and that's different than the standard GPRS/EDGE data that other phones use.
The sidekick is unique in this way. The Sidekick and Blackberry are the only two devices I know of that have special non-standard data requirements (and Cingular supports the blackberry but not sidekick.)

It's the same as the sidekick 2.

That is good to know. Someone offered me his sidekick 3 for a digital camera i had. It was a great trade, but I wasn't sure about that whole server thing since I knew that tmobile's network for data was centralized. It's kinda cool in a way though if you ask me. I learned more about it when I was following that stolen sidekick story and how the owner logged on and got photos of the person who stole her phone. It was rather remarkable.
