Hmm, I thought you could do it straight from Audacity, but I guess not. I'm not that well-versed in Audacity, so you may need to wait for a second opinion.

well i dont have audacity yet i just dont wanna download it cuse my computer sometimes just crashes if i have to much on it so i wanna make sure it can change the bit rate before i download it

Wavepad will let you change the bitrate. Just Google "wavepad" it's free
