running scripts even an option?

so i had this crazy idea, that since this was a MS phone and somewhat configurable, if it was possible to run a script that the phone would execute everytime a certain number called. For example:

1) Incoming call from certain phone #.
2) Phone picks up, dials '9'
3) Phone hangs up.

if you're wondering, it's because my cell phone # is now the one to call at my apt gate, and we don't have a gate code.

I'm thinking either this, or somehow putting the sound of dialing '9' at the front of my voicemail.....
