What is UIQ?

This is such a noob question but what exactly is UIQ? Is it a varient of Symbian? What are its advantages and disadvantages? Sorry for such a stupid question but please share your throughts on UIQ

It's a user interface (just like s60 is a user interface), Symbian is still the OS.
