All cingular customers get free mobile 2 mobile right? Is there any prepaid plan in cingular that offer you mobile 2 mobile?

Yes, for a dollar a day you can get unlimited mobile to mobile....

If you get a Pick your plan prepaid with 69.99 you get the unlimited M2M.

Also the Pay as you go prepaid has the Best Value Option like Tjash mention its a dollar a day for every day that you use the phone but you do not get charged unless you use your phone (unlike some other carriers). 10 cents per minute on all calls other than Cingular to Cingular.
