I just got the 7130e from Sprint on the right hand side of the phone it says 1x (should say 1xevdo) this being an evdo phone is there something missing on my account?

Silly question, but does the area in which you are using the phone have EVDO coverage?

Im in cleveland we have evdo. they do not have me set up yet with the data plan could this have something to do with it?

Yes. Until you have a data plan, your BB is extremely limited.
