Qtek 8500 No Outbound Ring?

I have a Qtek 8500 on Fido. Most of the time (approximately 7 out of 10 times) when I am calling someone I don't hear their phone ring. Just a long delay and then they answer "hello." Sometimes they claim to have said hello a couple of times before I responded making me think the speaker is muted for a period. Does this make any sense? Has anyone else encountered a similar "problem"?

The only time I have encountered that is when I dial a number and it goes to someone's VMail. If the person I am calling is out of their service area (meaning no signal), I will not get a ring back but simply go to their VMail after a short period of time.
That's the only time I have experienced that.
