Motorola E815 Background Color/Wallpaper Question...Please Help

I have the E815 and I hate how when I put a picture I took as the wallpaper and it is centered, there is a blue bar on the top and the bottom of it. When the wallpaper is stretched the picture looks horrible.
I would like to change the bar color around a picture to black so it doesnt stand out as much. Is this possible?
