Palm software will not install for Treo 650

I cannot install from the disc that came with my Cingular Treo 650. It says "Error 1316.A network error occurred while attempting to read from the file C:\WINDOWS\Installer\Palm.msi"
What does that mean??? It has happened with 2 totally different install discs.
