Language support: Flash to phones?

I searched but can't figure out how some dealers all over the world are able to flash a new language in the phone, aside from English.
What hardware/software would one need to do that? I want this done only for my phone and not for business use..I have two phones that I want to put Arabic on:
1) E61
2) 8390 or 6590i whichever
