Phone Problem or Service Provider Related ~?

I recently got the E815 as a replacement for my Nokia 6255i from Alltel. It has been working perfectly for the last week and 1/2 but yesterday something happened.

When someone sends my a photo (phone-to-phone) instead of showing the picture it has a new option on the lower right of the screen "DOWNLD". I click DOWNLD and it says "Downloading message" then another screen will appear a few second later and it says "Unable to Download message #XXX Try again later".

Also when I try and send a photo (phone-to-phone) it says "Message #XXX unable to send"

Is this a Phone related problem or an Alltel problem.
