"Call Failed" and echo

I've had two strange problems occuring intermittently lately. I have a Motorola v551 in Kansas, about 45 minutes north of Wichita along I-135.

Problem #1 has been going on for some time now: 1-2 months probably. Sometimes when I dial a number and press the Talk button, instead of hearing ringing, my phone just claims to have connected the call without any rings. But I'm not truly connected to my party -- I'm instead connected to something that seems to just echo back whatever I say with about 0.5s delay. This doesn't appear to be restricted to a particular phone number. If I hang up and press Talk twice to re-dial the same number, the call will usually go through fine.

Problem #2 is more recent. I've been getting "Call Failed" messages fairly frequently. Today, I was completely unable to place a call to anyone, despite having full signal strength. I then walked inside the building I was standing outside of. The phone for whatever reason appears to have switched to a different tower (one with a weaker signal, but the E appeared) and then I could call just fine.

Both of these seem to occur only near our home, and only when the "slow data" icon (the two squares) is on the screen -- never when the Edge (larger E) is on the screen. My theory is that some non-Cingular tower is screwed up, but how can I proove it, and more importantly, get Cingular support to do something about it?

I've tried power cycling the phone and even pulling the battery. My wife has the same phone on the same account and also has these problems.

Ideas?
