Will Verizon Office Tools or Motorola Phone Tools allow contacts to be copied from a PC to a either a V3C or V3M, either via Bluetooth or Cable?

yes, without any modifications, you can use MPT to trasfer contacts to a V3c or V3m via BT or USB
