How do you activate it? I looked on my phone and it doesn't seem to be there. Do you need to do a seem edit?

yup - seem editSEEM 0032_0001
**all offsets are HEX**

offset 00 - bit 0: Settings > Initial Setup > Time and Date > Autoupdate Menu (1 on, 0 off)

offset 55 - bit 2: Time Autoupdate (1 on, 0 off) <-- this will actually activate the feature, the menu item is in offset 00

you may only have to do the 00 if only the menu has been deactivated.
