Co worker needs help with rebate.

Iam posting this on behalf of my co worker.

He has been a Cingular customer for some time now and started getting Razr phone deals with his monthly bill so he decided to get one. The feal was a $229 phone with a $100 mail in rebate. He recently got his bill and he is being charged the full price for the phone but has not received his rebate forms. He contacted Cingular and the rep told him that he didn't know anything about it and tolld him to visit a Cingular store. What should my friend do?

If he ordered the RAZR over the phone with the sales department, he has to contact them, not customer care. The store (depending on the market i guess) doesn't have the $100 rebate form in the first place and the department he ordered from has to adjust pricing if he was charged incorrectly. Stores do not have this ability.
