How to Flash with Bootloader 0A.30?

I have an unlocked, unbranded Razr that has bootloader 0A.30, and s/w version R4515_6_08.BD.2AR-2 on it. I've been unable to flash anything to it given the bootloader version. Is there a way to upgrade or downgrade the bootloader version on this Razr so I can change things like language packs, etc, or am I stuck?

That's a V3r not a normal V3. Don't try to flash V3 firmware to it.If it runs it will kill yor phone.
