Can you edit your APN? I find if I remove (leave blank) Proxy, Port, Username, Password and Server, I get much better perforamance. That's how I run my Android phones and I get 6+Mbps and 1Mbps up....

Since discussion was on national carriers not sure why you went off on a tangent to regionals...
But at least that makes a bit more sense since your numbers were so off
