If you want to unlock the phone to use T-Mobile on it then it is possible, but unlocking iPhone 5 from T-Mobile is not yet available in unlocking market.
Sometimes when you roam the phone stays on roaming even when the native network is available. I've seen it happen in AZ, and it was roaming on GSM when there was rural 3G native coverage.
