Yes. Postpaid will always have the priority compared to prepaid.
I believe Selectel offers the most roaming of any Verizon MVNO. Not sure if it covers your area.
They are not the same as when it launched but they still look pretty good.
If it's the s6 or similar, go into the service mode and select active carrier set (or one of those, can't remember exactly). It shows how many carriers are available
