I have the unlimited incoming plan on a government plan for under 50 a month. Six pm nights and weekends and the voice quality is better than ATT in DC. So I will stay with them as long as possible.

Just complain and complain and then be rude if you have to be and they will let you go. I did it at Verizon and it works.
I have been with Cingular/ATT for more than twenty years and they have always had problems. Just go with the flow.
