Verizon offers external static IP addresses through the business channel. US Cellular may do the same; if they do then getting one would probably solve this.

The rule applies to aGPS I think. Essentially the phone needs to be able to pinpoint itself based on the towers its receiving.
I had AT&T before Verizon got the iPhone, specifically for that reason. The coverage was so bad in North Carolina that I paid a break fee and dropped them when Verizon did begin offering the iPhone....
