Just a quick note, legally sellers cannot charge their paypal fees, credit card fees, etc. to buyers, regardless of where they are selling.

Although it's true that PayPal and the CC companies themselves forbid surcharges in their agreements, it's only a law in a few states, most notably TX, CA, and NY. (There once was a Federal law, but that expired in 1984.)

However, neither the laws nor the CC/PayPal agreements forbid handling charges, as long as everyone must pay them, regardless of payment method. Therefore, the original offer need simply be re-written as:

"I'll get some for you for a handling fee of 3% of the value of the transaction, plus $1. Methods of payment accepted: PayPal."
