Although it's true that PayPal and the CC companies themselves forbid surcharges in their agreements, it's only a law in a few states, most notably TX, CA, and NY. (There once was a Federal law, but that expired in 1984.)
However, neither the laws nor the CC/PayPal agreements forbid handling charges, as long as everyone must pay them, regardless of payment method. Therefore, the original offer need simply be re-written as:
"I'll get some for you for a handling fee of 3% of the value of the transaction, plus $1. Methods of payment accepted: PayPal."
