If you're talking about actual phones and not military radio telephony stuff, then that would be the Mobira Senator made by Mobira Oy (which was a company created by a merger between Nokia—which was originally an industrial conglomerate—and Salora)
Of course if you're talking about Nokia under the proper Nokia name, then it's the Nokia 100.
