I hope this is true, but that person has posted some questionable things before with apparent ignorance as to their actual contents. He also recently hosed his e815 by flashing a V3c firmware to it.

It appears from the number to be a minor upgrade to the 00 firmware since it's incrementally higher. It may be useful for debricking phones.
Might add some features to it as well. Actaully, what it probably does is takes out the actual bluetooth code if its a Verizon Monster pack
but we don't know if its verizon or bell.. etc.. hmm.. "VRZ"
