By order of the FCC, this should be possible.

I have personally ported a Tracfone number running on Cingular GSM to a new prepaid T-Mobile 2 Go account.

I've also personally ported a Net10 number running on T-Mobile GSM to a new prepaid T-Mobile 2 Go account.

The second port took 17 hours after the TMo CSR told me it would take 72 hours because the number was a "wholesale" number rather than coming from a different carrier. The explanation didn't make sense to me, but they finished the port process 55 hours ahead of promise-date, so I was happy anyway.
